[Drm-nao] Corrigindo o problema do DRM na Europa

Reda Report was approved on JURI today, with the following ammendment that
comes to finally fix (a bit) the #DRM <https://plus.google.com/s/%23DRM>
problem:

"Recalls the importance of the private copying exception that may not be
technically limited, coupled with fair compensation of creators[...]"

We now must assure that this report is going to be approved in plenary (8th
and 9th of July).
